Singapore property agents will soon have to satisfy a new professional competency requirement. From 1 January 2027, registered property agents must complete at least three recognised property transactions within every three-year registration cycle or pass a refresher examination to remain eligible for registration renewal.
The new framework forms part of the Council for Estate Agencies’ ongoing efforts to maintain professional standards, ensure agents remain active in the industry and strengthen consumer confidence in Singapore’s real estate sector.

Three-Year Registration Cycle Begins in 2027
Under the revised framework, registrations for property agents and estate agencies will move from annual renewals to a three-year validity period. The first cycle will commence on 1 January 2027 and conclude on 31 December 2029.
While registrations will now last three years, annual licence and registration fees will continue to be payable.
What Transactions Count?
Recognised transactions include completed sales, purchases and leasing transactions involving:
- HDB flats
- Private residential properties
- Commercial properties
- Industrial properties
- Foreign properties
- Collective or en bloc sales
CEA has also indicated that more than one property agent may be recognised in certain complex transactions, particularly commercial and collective sale assignments, subject to its assessment.
What Happens if an Agent Does Not Meet the Requirement?
Agents who complete fewer than three recognised transactions may still renew their registration by successfully passing a refresher examination covering current industry regulations, professional responsibilities and transaction procedures.
Agents who neither meet the transaction requirement nor pass the refresher examination may not qualify for renewal and could be required to retake the Real Estate Salesperson examination before returning to practice.
Annual CPD Training Still Applies
The new transaction requirement does not replace Continuing Professional Development. Property agents must continue completing the required annual CPD hours while also satisfying the transaction or refresher examination requirement during each three-year cycle.
